Uriah has new content geared toward newbies. It is supposed to be an extention of the tutorial in the form of introducing the City to newbies.
A new collector outside of the Uriah Hideout offers low level gear for rsi pills and Headless frags, both of which drop in the Uriah Hideout.
On the 4th sublevel, lvl appropriate Headless NPCs will spawn only if boss Rattlebones is alive. They drop a Headless frag 1-7. It seems frags 3and 7 are the rare ones.
